The Refuge is at the the Gulf State Park on the north side of Shelby Lakes in Gulf Shores. It's expensive for a state run golf course, but it's a better value than some of the more upscale courses in the Gulf Shores area. The course is carved through the woods with no homes or development along the holes, and is very scenic. Conditioning is what's you'd expect for a muni type operation, not the finest, but tolerable. It's a very playable layout for the most part, the fairways are wide enough off the tee, It's an Earl Stone design from the early 1970's, and from the White tees is 6,100+ yards, with a 70.4 course rating and a 118 slope. Overall an average parkland style of layout without a lot of trouble.
